		<description>If they really meant that they ( the USSR) posed less of a threat than Terrorists in amount of damage possible, then they are talking out their asses. Now if they meant amount of damage that can be done without sufficient retaliation, they could be right there. These terrorists are not part of a regular army. The general view of the world these days is that these terrorist organizations, while operating in countries, are not necessarily OF these countries. This makes retaliation for that kind of strike very difficult. Who could ya nuke justifiably? We can get into a war and use Roman methods to sort them out possibly, but it is not a surefire success, and it drags the US through the mud, possibly furthering the terrorist agenda. 

Basically, the main thing that makes them a bigger threat, is the lack of a clear point of retaliation. Being with no fixed hq that we know of, they can potentially always hold the initiative, and we have to perpetually be on the defense.</description>
